Just let them retake the test until they get it right. If that is the only reason most of the students aren't graduating then let them work on it over the summer for how ever long it takes to pass it. Those who finally pass can just graduate late instead of staying in school another year. Those who can't pass it by the time summer is over will be stuck in school another year.
