That's a triangle choke hold. If the guy at the bottom can pull the arm of the top dude across his own face, he will be choked out in a matter of moments. It's a Jiu Jitsu move, and you see it a lot in Pride and UFC. I have no idea why the guy has no pants on, though. Must be a new form.
